S&W Redevelopment of North America, LLC (SWRNA) has secured a Certificate of Completion (COC) from the New York State Department of Environmental Conservation (NYSDEC) on behalf of a large manufacturing client located in the Finger Lakes region.

COCs are issued by NYSDEC on sites that have satisfied all components of NYSDEC’s Brownfield Cleanup Program (BCP) and cleanup is considered complete by the State of New York.

SWRNA was retained in 2006 to perform site investigation and remediation for this 100-year old manufacturer. The company was in the process of performing site clean up concurrent with the demolition and revitalization of their manufacturing campus. The site redevelopment and maintaining operations in New York State was based on economic incentives, including conducting the cleanup under the BCP. In order to match the construction and clean up schedules without sacrificing the tax credits allowed under the BCP, SWRNA successfully negotiated with NYSDEC to divide the property into separate BCP “sites” and was able to secure the first COC for this manufacturer in 2006.

In 2008 SWRNA was able to utilize construction components to implement the remedy on the second site. Building foundations, asphalt parking areas, soil cover, landscaping and sub-slab depressurization systems in buildings to address soil vapor issues were used to satisfy State requirements on the second site. The property contains one additional BCP “site” which will likely receive a COC in 2010. The third site remedy will involve groundwater remediation using In-Situ Chemical Oxidation (ISCO), soil covers to address historic fill areas and impacted sediment removal.
