First BCP Site Developed by Walgreens
Walgreens is completing construction of a new store on the first site admitted to New York’s Brownfield Cleanup Program (BCP). The property, which is located on Broadway and Chester Street in Kingston, was the first site formally admitted to the BCP in October 2003. The property was purchased by Walgreens from S&W Redevelopment of North America, LLC (SWRNA), who had acquired it for the purpose of remediating it and bringing it to a higher and better use. After completing cleanup, SWRNA sold the site to Walgreens who had wanted to locate a store at that corner for a number of years.
The property formerly contained an abandoned dry cleaner, an inactive gas station and a Trolley Barn. Robert Petrovich of S&W Redevelopment worked closely with Mayor Sottile in the City of Kingston and site owners to acquire and assemble the three parcels that ultimately made up the site. The project was complex and encountered a number of obstacles, however the City and Mayor Sottile worked diligently with SWRNA to solve issues as they arose. After entering the property into what was then the “new” Brownfield Cleanup Program, SWRNA razed the buildings and remediated contamination. With the completion of the Walgreens store, this site now stands as a success story for New York’s Brownfield Cleanup Program with new jobs and new taxes on a property that sat idle for over a decade.
